Requires teachers to conduct a daily instructional period not exceeding 15 minutes at the beginning of the first class in all public school grades focusing on the formal procedures of the United States Congress.

Mandates the instructional study include a verbatim reading of an opening prayer given by the House or Senate Chaplain or guest clergy member at the beginning of a House or Senate session.

Applies to all public schools across all grade levels.

Becomes effective on the first day of the third month following passage and Governor approval, or otherwise becoming law.
