AL HB330

Provides a 5 percent cost-of-living salary increase for all state employees, including classified and unclassified service employees, legislative personnel, and county health department employees covered by the state Merit System, effective with the first payday on October 1, 2014.

Excludes from the salary increase any Merit System or hourly employees whose service or rate of pay is covered by a labor agreement or contract, and does not apply to local supplements provided to judges or other local employees whose salary is tied to state employees.

Requires the Director of the State Personnel Department to revise the state employee pay schedule and send it to the state Comptroller, with the Administrative Director of Courts and various legislative office directors similarly revising their respective pay schedules.

Does not constitute an appropriation but requires that necessary appropriations be made in the annual budget act for affected entities.

Becomes effective on the first day of the third month following passage and approval by the Governor.
