Establish procedures requiring district attorneys or the Attorney General to evaluate probable cause and present it to a court before issuing arrest warrants for felonies against public education employees for acts occurring during official duties.

Require law enforcement agencies to review misdemeanor charges and present evidence to a magistrate or judge for probable cause findings before issuing warrants or complaints against public education employees for acts during official duties.

Allow district attorneys to alternatively present charges against public education employees to a grand jury, with grand jury proceedings exempt from the notice and warrant procedures outlined in the act.

Permit warrantless arrests of public education employees when violations occur in an officer's presence with probable cause, and authorize warrant issuance if evidence shows significant risk of flight or threat to public safety.

Become effective July 1, 2014, and apply to public schools (prekindergarten through 12), two-year and four-year public institutions, and specialized schools including the Alabama Institute for Deaf and Blind.
