Amends Section 11-93-1 of the Alabama Code to explicitly include employees acting within the line and scope of their official duties in the definition of "governmental entity" for tort claims purposes.

Expands the "Employee" definition to encompass officers, officials, employees, servants, and persons acting on behalf of governmental entities in official capacity within the line and scope of employment.

Specifies that claims against employees acting within the line and scope of employment are claims against the employing governmental entity, not against the employee in personal or individual capacity.

Excludes independent contractors from the employee definition when making claims against governmental entities.

Declares the act to be declaratory of existing law and becomes effective immediately upon passage and gubernatorial approval.
