Requires state agencies, public postsecondary/higher education institutions, and local boards of education to provide employees with an itemized annual statement of all employee benefits beginning January 1, 2015.

Employee benefits include salary or wages, insurance, allowance for days off (vacation, holidays, sick leave, personal days), and contributions toward retirement or pension benefits.

Statements may be disseminated electronically, on the last pay stub, or with the employee's annual W-2 statement.

Became effective on the first day of the third month following passage and gubernatorial approval.

Passed the House on March 11, 2014 with a vote of 96-0-0.
