AL HB35

Proposes a constitutional amendment to Section 56 of the Alabama Constitution of 1901 to establish that all communications between a member of the Legislature and an officer or employee of the Legislature are privileged and confidential.

Maintains existing legislative privileges protecting members from arrest (except for treason, felony, violation of oath of office, and breach of peace) during session attendance and travel, and protecting speech or debate in either house from being questioned elsewhere.

Amendment becomes effective upon approval by a majority of qualified electors voting in an election conducted in accordance with Sections 284, 285, and 287 of the Alabama Constitution and state election laws.

Election officials shall assign a ballot number and display the proposed amendment with a yes/no voting option on election ballots.
