Requires county boards of registrars to investigate written reports from family members, election inspectors, judges of probate, sheriffs, and circuit court clerks regarding registered voters who have died or become nonresidents of their precinct.

Directs boards of registrars to use forms prescribed by the Secretary of State to document reports and gather sufficient information to identify electors in the statewide voter file.

Requires 30-day notice to electors by U.S. mail when boards determine they should be disqualified for nonresidence, allowing electors to respond with evidence of continued eligibility.

Authorizes immediate removal of electors from the statewide voter registration list if death information is based on official records from probate courts, sheriffs, or circuit court clerks; requires further investigation if based on other sources.

Becomes effective 120 days after passage and approval by the Governor.
