Amends Section 21-2-2 of the Code of Alabama 1975 to clarify that state entities must apply a purchasing preference for products and services provided by individuals with disabilities under the Department of Adult Blind and Deaf of the Alabama Institute for Deaf and Blind.

Updates terminology from "the blind, visually handicapped, deaf or other severely handicapped persons" to "individuals with disabilities" throughout the statute.

Requires the board to ensure that approved services do not adversely impact services provided under the federal Randolph-Sheppard Act of 1936, which is a vendor program for hiring individuals who are blind to operate vending facilities on state and federal property.

Directs all state departments, institutions, and agencies to purchase products or services from the Department of Adult Blind and Deaf when they meet quality and quantity requirements, except for articles produced by convicts in Department of Corrections industries.

Takes effect immediately upon passage and approval by the Governor; passed the House on March 20, 2014 by a vote of 97-0.
