• Requires the Director of the Department of Public Safety and Alabama State Personnel Department to establish a "Trooper First Class" classification for state troopers employed for three years or more.

• Compensates Trooper First Class employees according to pay grade 7576 of the State of Alabama Personnel Department compensation plan.

• Allows the State of Alabama to recover actual training costs incurred for law enforcement officers who do not remain in full-time employment for three years after initial employment.

• Permits the state to recover training costs from any other agency or entity that hires the officer as a law enforcement officer within three years of initial state employment.

• Becomes effective on the first day of the third month following passage and gubernatorial approval.
