Increases court costs in Baldwin County from $10 to $20 in juvenile cases, criminal cases, quasi-criminal cases, and bond forfeiture proceedings.

Applies to cases in inferior courts, municipal courts, Circuit Court, and District Court of Baldwin County, except municipal parking violations.

Revenues collected shall be paid into the county treasury for care, maintenance, transportation, and expenses related to juvenile offenders through September 30, 1990.

Beginning October 1, 1990, revenues shall fund planning, construction, operation, and expenses of a county juvenile detention facility.

Becomes effective on the first day of the third month following passage and approval by the Governor.
