Proposes a constitutional amendment allowing Franklin County's governing body to allocate one-fourth of proceeds from the existing one cent sales tax for public schools toward matching funds for the Alabama Transportation Rehabilitation and Improvement Program, effective October 1, 2014.

The allocation authority is granted for an initial two-year period and may be extended for subsequent two-year periods only if approved by a majority vote of Franklin County voters at elections called for that purpose.

Election on the proposed amendment shall be held at the first primary election in June 2014, in accordance with state constitutional and election law procedures.

Election officials shall assign a ballot number and display a description of the amendment along with Yes/No voting options on the ballot.

Bill passed the House on February 11, 2014, and the Senate on February 25, 2014.
