HB410 - Broadcasters Emergency Response Authorization Act

• Authorizes broadcasters in Alabama to develop plans with emergency management agencies for credentialing and training broadcast engineers and technical personnel as emergency response engineers.

• Establishes training and certification programs that must be consistent with federal law and include education on restoring broadcaster equipment and personal safety during emergencies.

• Allows properly credentialed emergency response engineers temporary access to emergency-affected areas to repair, restore, or resupply broadcasting facilities and equipment critical to transmitting emergency public information.

• Permits other essential personnel access to broadcast production facilities in affected areas for producing and presenting emergency public information programming.

• Exempts utility employees and contractors from credential requirements and prohibits credentialed engineers from accessing electrical power generation, transmission, or distribution facilities.
