Alabama Department of Public Health must submit annual action plans to the Senate and House Health Committees by February 1st each year addressing the financial impact and reach of diabetes, including Medicaid coverage numbers, prevention program impact, financial costs, and coordination with contracted partners.

Department must develop a detailed diabetes action plan with proposed action steps to reduce disease impact and establish benchmarks, along with a detailed budget blueprint identifying needs, costs, and resources for implementation.

Department must develop a voluntary clinical protocol for practitioners treating diabetes patients, including quality measures for A1C control, low density lipoprotein control, blood pressure control, hypoglycemia control, and tobacco non-use.

Alabama Department of Public Health must submit parallel annual action plans to legislative committees on obesity, including financial impact assessment, program benefits evaluation, coordination description, detailed action plan with benchmarks, and budget blueprint for implementation.

Physicians who participate in developing or implementing voluntary protocols receive civil and criminal immunity for such acts, and protocols do not establish a standard of care or modify existing Alabama Medical Liability Acts.
