Proposes a constitutional amendment to allow mayors of municipalities in Baldwin County that participate in the Employees' Retirement System to become members of that system under the same terms as other employees.

Permits mayors holding office at the time of ratification to purchase service credit for time already served in their current office.

Prohibits individuals from participating in both a supernumerary program and the Employees' Retirement System based on the same service.

Requires an election on the proposed amendment to be held in accordance with Amendment 555 to the Alabama Constitution and state election laws.

Directs the appropriate election official to assign a ballot number and provide voters with a description of the amendment with "Yes" and "No" options.
