HB418 Summary

• Transfers employees from Bishop State Community College, Southern Union State Community College, Bevill State Community College, and the Alabama Department of Postsecondary Education who work in the Alabama Career Center System (Alabama's One-Stop system) to the Alabama Department of Labor effective July 1, 2014.

• Transferred employees receive Merit System employment status with all rights and privileges of Merit System employees, including subject to Merit System Act rules and State Personnel Department regulations.

• State Personnel Department shall place transferred employees into appropriate Merit System classifications and credit all prior years of service with the Alabama Career Center System.

• Transfer implementation is contingent upon federal Congressional appropriation of adequate funding from the Federal Workforce Investment Act or any successor act for fiscal year 2014 or later, as determined by the Director of Finance.

• Transferred employees maintain no adverse effect to salary or benefits during the transfer.
