Commissioner of Conservation and Natural Resources may establish reasonable and necessary fees sufficient to cover the costs of administering and enforcing wildlife public exhibition regulations, in addition to the existing $25 annual permit cost.

Eliminates the exemption for privately owned traveling zoos from wildlife public exhibition regulations.

Four-year universities and their affiliates are exempt from wildlife public exhibition regulations provided they follow their Institutional Animal Care and Use Committee guidelines.

Permit applicants must demonstrate education or experience in wildlife care, describe facilities, list species to be exhibited, identify wildlife sources, and agree to recommended exhibitor standards.

Act becomes effective on the first day of the third month following passage and approval by the Governor.
