Amends Act 2009-612 to modify the assessment and collection of solicitor's fees in Jefferson County's Birmingham Division and Bessemer Division courts.

Excludes the municipal court of the City of Birmingham from the solicitor's fee assessment and collection requirement.

Applies solicitor's fees to all juvenile, traffic, criminal, and quasi-criminal cases in juvenile, district, circuit, and municipal courts in the two divisions (except Birmingham municipal court).

Requires monthly distribution of collected fees to the Solicitor's Fund or District Attorney's Fund in the division where the case originated, with solicitor's fees equaling docket fees or court costs assessed upon adjudication of guilt in criminal cases.

Becomes effective on the first day of the third month following passage and approval by the Governor.
