HB436 Summary

• Applies only to Choctaw County and establishes a part-time county commission with each member (except the Judge of Probate serving as chair) receiving $20,000 annually with no additional expenses or benefits except health insurance coverage paid by the member.

• Requires the county commission to establish a centralized road system with a central shop location and employs a qualified civil engineer to oversee maintenance and construction of all county roads, highways, and bridges on a county-wide basis without regard to district lines.

• Designates the county engineer to requisition materials and equipment, supervise assistants, perform engineering services, and maintain an inventory of all road tools and equipment, with the county commission setting wage scales and determining annual road funding amounts.

• Requires each county commission member to inspect roads and bridges in their district, hear citizen complaints, and report recommendations to the full commission, with authority to use county vehicles for these duties.

• Provisions become effective only upon approval by a majority of Choctaw County voters at a referendum held on the June 2014 primary election date, with the Judge of Probate certifying results to the Secretary of State.
