Amends Act 248 of 1945 to restructure the Citizens Supervisory Commission of Jefferson County's personnel board to consist of seven members including the county commission chair, mayor of largest municipality, probate judge, and one each of firefighter, police officer, and non-public safety employee elected by their respective groups.

Establishes that commission members serve without compensation except per diem of $10 for meeting attendance, with probate judge serving as chair with tie-breaking vote only.

Changes commission meetings from semi-annual to quarterly (at least four times per year), with mandatory meetings held at noon on the third Tuesday of each month ending each quarter.

Grants commission authority to appoint and advise personnel board members, fill board vacancies, review and repeal personnel board rules, and make recommendations on sound administration of the act.

Makes all commission meetings subject to Alabama Open Meetings Law and allows personnel board members to be impeached for same causes as other county officers per Alabama Constitution Section 175.
