• Shift annual alcoholic beverage license fee payment deadline from on or before October 1st to between June 1st and July 31st of each year.

• Increase the penalty for failure to timely renew a license from 50 percent to 75 percent of state and county license and filing fees.

• Establish a delinquency deadline of 12 midnight on July 31st for submission of renewal applications with all required information and fees.

• Authorize the Alcoholic Beverage Control Board to charge a reasonable fee for electronic processing of license applications.

• Make the act effective on the first day of the third month following passage and approval by the Governor.
