Amends Section 13A-7-22 of the Alabama Code to change criminal mischief in the second degree from a Class A misdemeanor for first offense and Class C felony for subsequent offenses to a Class A misdemeanor for first offense only.

Establishes mandatory minimum jail sentences for property damage crimes involving churches: at least 10 days for a second conviction within five years, and at least 30 days for a third or subsequent conviction within five years.

Requires courts to order restitution upon conviction for criminal mischief in the second degree, with restitution payments taking priority over fines and court costs.

Defines criminal mischief in the second degree as intentional property damage exceeding $500 but not exceeding $2,500.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
