Amends Section 41-22-5.1 of the Code of Alabama to modify the Red Tape Reduction Act regarding agency rule-making procedures and business impact statements.

Extends the effective date of rules proposed by certification or licensing-related agencies from 35 days to two calendar months after filing when the Joint Committee on Administrative Regulation Review determines a business economic impact statement is warranted.

Requires agencies to prepare business economic impact statements estimating the number of affected businesses and compliance costs when notified by a business of negative impacts, and to file these statements with the Legislative Reference Service and post them on their websites.

Requires agencies and departments to issue or deny licenses or permits within 28 calendar days of receiving an application or notify the applicant of the reason for denial.

Exempts certification and licensing-related agencies from impact statement requirements unless the committee specifically determines in writing that an agency's proposal has significant negative business impact warranting the statement.
