• Applies to municipal water works boards serving water customers in four or more counties beyond the authorizing municipality's home county.

• Requires each county (other than the home county) where the board serves customers to appoint one additional board member who must be a county resident and water customer, serving four-year terms.

• Limits all board members to a maximum of two full terms and caps compensation and expense allowances at $500 per month.

• Requires board members to comply with the State Ethics Law and mandates the board follow the Alabama Open Meetings Act, with 30-day notice and public hearings required before any rate increases.

• Establishes a withdrawal fee of $0.05 per 1,000 gallons for counties where the board withdraws more than 25 million gallons of water per day.
