Requires candidates at all government levels to file a statement of economic interests for the previous calendar year directly with the State Ethics Commission instead of with the election official.

Filing must occur simultaneously when the candidate files qualifying papers with the appropriate election official, or for independent candidates, when they qualify as independent candidates.

Removes the requirement for election officials to forward candidate statements to the Ethics Commission within five days, as candidates now file directly.

Candidates who fail to submit the required statement of economic interests shall not appear on the ballot and shall be deemed unqualified, unless the Ethics Commission grants an additional five-day extension for good cause.

Act becomes effective on the first day of the third month following passage and approval by the Governor.
