• Public two-year and four-year institutions of higher learning and their employees must grant all professional educators' associations equal access to institutional employees on the same non-discriminatory basis.

• Public two-year and four-year institutions with teacher education programs must grant all professional educators' associations equal access to students enrolled in those programs.

• Institutions and districts that allow payroll deduction of membership dues for one professional educators' association must also allow payroll deduction for any other professional educators' association to which an employee belongs.

• Access includes setting up informational tables, speaking at meetings, distributing information via mail or email, using meeting rooms during nonworking hours, representing employees in employment matters when requested, and posting information on bulletin boards.
