Creates the office of State Climatologist within Alabama, with the President of the University of Alabama in Huntsville appointing the State Climatologist and Assistant State Climatologist, subject to Governor approval.

Permits the State Climatologist and Assistant State Climatologist to teach up to 6 hours per week of graduate or undergraduate courses related to climatology at the University of Alabama in Huntsville, provided teaching duties do not interfere with their primary responsibilities.

Authorizes the State Climatologist to appoint assistants with Governor approval and to seek grants, gifts, donations, and bequests from any source to carry out the office's purposes.

Designates the State Climatologist's duties to include assessing climate effects on natural resources and human health, coordinating climate impact studies, disseminating climate data and information to state agencies and the public, and administering the state climate program under the National Climate Program Act.

Becomes effective on the first day of the third month following passage and Governor approval.
