Amends Section 13A-11-260 of the Alabama Code to extend police animal protection laws to animals trained or handled by Class One Railroad Officers or special agents working in canine units.

Establishes that police animals used by Class One Railroad Officers or special agents receive the same criminal protections as those used by peace officers and firefighters, including protection against harassment, interference, assault, injury, or death.

Defines key terms for police animal protection including "containment area," "handler," "harass," "physical harm," "police animal," "search and rescue animal," and "serious physical harm."

Exempts the bill from Amendment 621 constitutional requirements regarding local fund expenditures because it defines a new crime or amends the definition of an existing crime.

Becomes effective immediately upon passage and approval by the Governor.
