• Amends Section 17-5-2 of the Alabama Code to clarify the reporting date for campaign contributions as the first date the recipient is able to make use of the contribution, with checks being received on the earlier of 10 days after coming into the recipient's control or the date deposited.

• Establishes that for check contributions, the receipt date is the earlier of: (1) ten days from when the check came within the recipient's control, or (2) the date the check was deposited into the recipient's account.

• Clarifies that campaign expenditures are made on the date the instrument authorizes the expenditure, with check expenditures dated as the date of the check.

• Passed the House on March 19, 2014 with a vote of 101-0.

• Becomes effective on the first day of the third month following passage and gubernatorial approval.
