Authorizes the City Councils of Millbrook and Wetumpka in Elmore County to regulate and permit the sale of alcoholic beverages for on-premises consumption only on Sundays after 12:00 p.m. at properly licensed retail establishments serving the general public.

Requires all servers of alcoholic beverages at licensed premises granted Sunday sales authority to complete responsible vendor training as provided by the Alcoholic Beverage Control Board.

Permits the City Councils of Millbrook and Wetumpka to authorize the sale and distribution of draft beer by Alcoholic Beverage Control Board retail licensees within their corporate limits, with a prohibition on selling keg beer for off-premises consumption.

Establishes that the provisions are cumulative and supplemental to existing city powers and do not repeal any current authority granted under state law or local or special acts.

Becomes effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
