Amends Act 83-480 to levy a fee of $3.50 per ton on hazardous waste disposal at commercial sites in Sumter County, applying only to material that is land filled and excluding stored, transshipped, recycled, or processed material.

Distributes $.40 per ton designated for health purposes among the Sumter County Health Department (35%), Hill Hospital Board (36%), West Alabama Mental Health (14%), Sumter County EMS (5%), Sumter Department of Human Resources (5%), and Sumter Board of Education (5%).

Requires net revenue from fees to be disbursed monthly by Sumter County to 33 recipients including Hill Hospital ($4,166.67), Sumter Industrial Board ($8,333.33), libraries, fire departments, municipalities, and various county agencies and nonprofits with specified percentages.

Repeals conflicting Act 90-612 (Acts 1990, p. 1124) as amended by Act 94-700 (Acts 1994, p. 1350).

Makes the act's legal operation contingent upon the legislature enacting a general bill in the 2014 Regular Session amending Section 22-30B-2.1 of the Alabama Code to restore funding for the distributions made by this act.
