• Amends Section 41-9-410 of the Code of Alabama 1975 to specify that five members of the Women's Commission constitute a quorum for holding meetings and conducting business.

• The Women's Commission is composed of 15 members: three House members appointed by the Speaker, two Senate members appointed by the President Pro Tem, and 10 members appointed by the Governor (one from each congressional district and two at-large, with at least seven being women).

• Members receive no compensation but may be reimbursed for reasonable and necessary expenses related to commission duties.

• Vacancies are filled through the same appointment process as initial members, with replacements serving only the remainder of the original term.

• Becomes effective on the first day of the third month following passage and gubernatorial approval.
