Amends Section 5-19A-5 of the Alabama Pawnshop Act to require pawnbrokers to maintain detailed identifying information for all pledged or purchased goods, including brand name, model or serial number, precious metal type, and gemstone description.

Requires pawnbrokers to record other identifying marks, numbers, names, or letters on goods in transaction records and make these records available to law enforcement agencies.

Mandates that pledgors or sellers sign a statement verifying ownership or authorization to sell or pledge goods and receive a signed or initialed pawn ticket copy from the pawnbroker or employee.

Requires non-vehicle goods purchased by pawnbrokers to be held on premises for at least 15 business days before resale, while automobiles, trucks, and similar vehicles must be held for 21 calendar days.

Becomes effective immediately upon passage and approval by the Governor or upon otherwise becoming law.
