Prohibits pickup truck operators from allowing passengers age 21 or younger to ride in the truck bed on any paved highway in Alabama.

Provides exceptions for parades, farming purposes, and emergency situations when the young passenger is accompanied by an adult in the truck bed.

Establishes a maximum fine of $50 for violations, with a clarification that violations do not constitute probable cause for vehicle searches.

Includes a 12-month warning period beginning at the effective date during which violators receive only verbal warnings or warning citations with no monetary fines.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
