Exempts firearms, firearm accessories, and ammunition manufactured and retained within Alabama's borders from federal regulation under the Commerce Clause, asserting they have not traveled in interstate commerce.

Applies only to items manufactured in Alabama from basic materials without significant imported parts; generic parts like springs and screws may be imported without triggering federal regulation.

Excludes from the act: firearms that cannot be carried by one person, firearms with bore diameter greater than 1.5 inches using smokeless powder, explosive ammunition, and automatic or multi-projectile firearms.

Requires firearms manufactured or sold under this act to have "Made in Alabama" clearly stamped on a central metallic part such as the receiver or frame.

Becomes effective on the first day of the third month following passage and approval by the Governor, applying retroactively to firearms manufactured and retained in the state on or after October 1, 2013.
