• Allows individuals to register to vote electronically through the Secretary of State's official website, notwithstanding existing provisions of Title 17, Code of Alabama 1975.

• Requires the Secretary of State to provide online voter registration applications equivalent to the standard registration form, online assistance, online completion and submission with electronic signatures, and online receipt of applications.

• Permits registered voters to update their registration information, including address changes, online at any time with immediate electronic confirmation and status-checking capability.

• Requires the Secretary of State to establish technological security measures by rule, including unique identifiers for each registrant, to prevent unauthorized alteration of voter information and ensure accuracy and integrity of electronically submitted applications.

• Establishes that electronically registered voters receive the same legal treatment as those registering in-person, by mail, or through other methods allowed under Alabama law.
