Imposes an additional service of process fee of $30 per document for service or attempted service in both criminal and civil divisions of Montgomery County district and circuit courts.

Court-designated officials shall collect the fees and remit them to the Montgomery County Commission for deposit in the county general fund.

Exempts the fee requirement if the court determines payment would create substantial hardship, requiring a verified statement signed by the requesting person and approved by the court.

District attorneys, law enforcement, and grand juries are exempt from paying the fees.

Act becomes effective on the first day of the third month following passage and gubernatorial approval.
