Expands existing prohibition on registrars holding elective office to also prohibit registrars and individuals working under a registrar's direction from serving while running as candidates for any elected office.

Requires registrars or registrar staff to notify the state board of appointment and relinquish all access to board records immediately after filing a certificate of nomination or petition for candidacy.

Mandates that affected registrars or staff either resign or take unpaid leave of absence, as determined by the state board of appointment.

Allows registrars or staff to resume their positions only after being defeated in an election or completing their term as an elected official.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
