• Limits transit authority board chairman compensation to maximum $20 per meeting and $500 per year (reduced from higher amounts).

• Caps damage recovery in lawsuits against the authority and its employees at $100,000 per person for bodily injury, emotional distress, or death, and $300,000 aggregate per incident; limits property damage recovery to $100,000 per incident.

• Increases ad valorem tax funding from municipalities served by the authority from 2.5% to 4.0% on collections exceeding $18,181,819.
