Applies only to Winston County and establishes a $20 service of process fee for documents requiring personal service in both criminal and civil divisions of district and circuit courts.

Distributes collected fees as follows: $10 to the Winston County Law Enforcement Fund and $10 to the Circuit Clerk's Fund for office operations.

Requires the designated court official to report annually to the Winston County Commission on fee disposition, with information made available on the Commission's website and to the public upon request.

Becomes operative only if approved by a majority of Winston County voters in a referendum held in conjunction with the next regularly scheduled state or local election, with the Judge of Probate certifying results to the Secretary of State.

Takes effect on the first day of the third month following passage and gubernatorial approval, or otherwise becoming law.
