Amends Section 17-4-38 of the Code of Alabama 1975 to allow the chief election official of other states to receive a free electronic copy of Alabama's statewide voter registration list upon application.

Limits distribution to chief election officials of other states to no more than once per year for any lawful purpose.

Requires the requesting state's chief election officer to agree to reciprocate and provide Alabama's chief elections officer with a copy of their statewide voter list without charge for any lawful purpose.

Authorizes the Secretary of State to enter into agreements with other states regarding the exchange of statewide voter lists.

Prohibits resale of any portion of the voter list by the Administrative Office of Courts or chief election officers of other states, with the act becoming effective on the first day of the third month following passage and approval.
