HB600 Summary

• Proposes to amend Amendment 518 of the Alabama Constitution to expand the Franklin County Water Coordinating and Fire Prevention Authority's authorized services to include sewer services and broadband Internet service.

• Authorizes the Franklin County Water Coordinating and Fire Prevention Authority to provide water, sewer, and broadband services for residential, commercial, and industrial purposes in all or portions of Franklin County.

• Grants the authority power to fix and collect rates and fees for services, impose penalties for nonpayment, establish liens on property, exercise eminent domain, issue bonds, and extend service areas into other counties.

• Requires a constitutional amendment election to be held in accordance with Amendment 555 and state election laws, with ballot language describing the proposal.

• Legislation enacted at the 1988 special session authorizing creation of the authority shall become effective upon ratification of this amendment.
