Creates the Guntersville Reservoir Aquatic Plant Management Board of Jackson County to develop and implement an aquatic plant management program for Lake Guntersville within Jackson County's jurisdictional boundaries.

Establishes a nine-member board composed of the Mayor of Scottsboro (or designee), Jackson County Commission Chair (or designee), one State Senator appointee, two State Representative appointees, one Alabama Bass Trail appointee, one homeowner appointee by the Mayor, and two ex officio nonvoting members from the Economic Development Authority and Chamber of Commerce.

Board members serve without compensation, are immune from individual civil liability while performing board duties, and serve at the pleasure of their appointing authority; the Mayor of Scottsboro shall convene the first meeting within 60 days to elect a chair, vice chair, and other officers.

Authorizes the board to receive funds from federal, state, and private sources and to disburse funds through grants, subsidies, or contracts to manage invasive aquatic plant species in accordance with state and federal law.

Act becomes effective on the first day of the third month following passage and approval by the Governor.
