Amends Section 14-9-41 of the Alabama Code to expand ineligibility for correctional incentive time (good time credits) to include persons convicted of sex offenses where the victim is at least 12 years old but less than 16 years old and the offender is at least 10 years older than the victim.

Maintains existing prohibition on good time credits for persons convicted of criminal sex offenses involving children 12 years of age or younger.

Prohibits offenders meeting the new criteria from receiving any benefits of correctional incentive time to reduce their prison sentences.

Becomes effective on the first day of the third month following passage and approval by the Governor.

Exempts the bill from Amendment 621 constitutional requirements regarding local expenditures because it defines a new crime or amends the definition of an existing crime.
