• Maintains confidentiality protections for fingerprint records and criminal history information, with restrictions on subpoena except in criminal actions, and requires security measures consistent with FBI standards.

• Takes effect immediately upon passage and approval by the Governor or upon becoming law without gubernatorial signature.
