HB66 Summary

• Amends Section 27-52-1, Code of Alabama 1975, to allow the Alabama Health Insurance Plan to cease operations if any federal mandate includes market reform provisions satisfying HIPAA's guaranteed-issue requirements.

• Requires the Alabama Health Insurance Plan to provide sufficient transition time for current participants to exit the plan before ceasing operations.

• Directs transfer of all unspent and unencumbered funds from the plan to the State General Fund after the plan ceases operations and all liabilities are satisfied.

• Authorizes reestablishment and implementation of the Alabama Health Insurance Plan if a future federal mandate requires Alabama to offer guaranteed-issue health coverage to eligible individuals.

• Became effective immediately upon passage and approval by the Governor, with the bill passing the House 81-17 on January 23, 2014.
