Amends Section 17-4-38 of the Code of Alabama 1975 to allow the Secretary of State to provide free electronic copies of the statewide voter registration list to chief election officials of other states upon request.

Permits each out-of-state chief election official to receive an electronic copy of the voter list no more than once per year for any lawful purpose.

Requires reciprocal agreement with requesting states, whereby the other state must agree to provide Alabama's chief election officer with a copy of their statewide voter list without charge upon request.

Authorizes the Secretary of State to enter into agreements with other states regarding the exchange of statewide voter lists at any time.

Prohibits resale of any portion of the voter list by the Administrative Office of Courts or out-of-state chief election officers; becomes effective the first day of the third month following passage and approval by the Governor.
