Billy Mitchem is commended for 31 years of dedicated service with the Alabama Department of Corrections.

He served as warden of Limestone Correctional Facility in Capshaw from 2001 until May 2012, and previously held positions as captain (1986-1994), director of Decatur Work Release, and deputy warden at Donaldson Correctional Facility.

He implemented the only prerelease program for inmates with 90 to 120 days remaining on their sentences, pairing them with teachers, social workers, and volunteers to facilitate reintegration into society.

He encouraged inmates to pursue trade school training and substance-abuse programs to support their rehabilitation and successful reentry.

The legislature honors and commends Mitchem for his exemplary leadership, fair treatment, mentoring of colleagues, and contributions to the State of Alabama.
