HJR191 Summary

• Creates the Blackbelt Infrastructure Joint Legislative Committee composed of 3 Senate members and 3 House members as voting members, plus 4 nonvoting members from the Alabama Department of Commerce, Department of Transportation, and Bureau of Tourism and Travel.

• Committee chair and vice chair shall be elected by members at the first meeting, and the committee shall meet upon the call of the chair with meetings and public hearings held at any location in Alabama.

• Committee shall study all infrastructure needs in Blackbelt counties, determine how best to meet those needs, and identify appropriate infrastructure types to encourage industrial development.

• Committee must report findings, conclusions, and recommendations to the Legislature no later than the 10th legislative day of the 2015 and 2016 Regular Sessions, then dissolve after 2016 reporting.

• Total expenditures shall not exceed $5,000 per fiscal year; members receive regular legislative compensation, per diem, and travel expenses, with restrictions on duplicate payments when Legislature is in session.
