Recognizes Phi Beta Sigma Fraternity, Inc., on its centennial year of being founded on January 9, 1914, at Howard University by Abram Langston Taylor, Leonard Francis Morse, and Charles Ignatius Brown.

Acknowledges Phi Beta Sigma as the first African American fraternity of the National Pan-Hellenic Council established in Alabama in 1918 at Tuskegee through the Gamma Sigma Chapter, the home chapter of George Washington Carver.

Honors the Tau Sigma Chapter located in Birmingham, Alabama, which was established on January 14, 1924, and notes it as the home chapter of state leaders including Representative Rod Scott, Representative Oliver Robinson, and the late Representative Demetrius C. Newton, Sr., the first African American Speaker Pro Tempore in Alabama.

Recognizes the City of Birmingham, Alabama, for hosting the 2014 Phi Beta Sigma Fraternity Alabama State Conference in commemoration of the fraternity's centennial year.
