Alabama applies to Congress under Article V of the U.S. Constitution to call a convention of the states limited to proposing amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials.

The Secretary of State is directed to transmit copies of this application to the President, Secretary of the Senate, Speaker and Clerk of the House, all U.S. Congress members from Alabama, and presiding officers of legislative houses in all states, requesting their cooperation.

This application constitutes a continuing application under Article V that remains in effect until at least two-thirds of state legislatures have made applications on the same subject.
